Heather Calahan, Principal 

Heather has 24 years in government operations and public procurement experience,  She served as the State of Michigan’s Information Technology Procurement Director from 2017 to 2020. In this position, She played a key role on a team that spearheaded one of the largest procurement transformation initiatives in the country. This effort placed Michigan in the #1 position for state procurement, as recognized by the Governing Institute in 2019. 

Experience

Heather's work experience has given her the opportunity to collaborate across all State of Michigan government departments and agencies, and with local government, providing procurement advisory services and project development. This included analyzing, redesigning, and implementing:

  • Strategic staffing and organizational strategy 

  • Enterprise-wide procurement strategy with an emphasis on promoting the role and visibility of procurement 

  • Small and large-scale process improvements

  • Spend analysis and category management

  • State of Michigan Procurement Policy Manual

  • RFP and contract templates for Commodities, Services, and Information Technology

  • Contract management and compliance

 

In addition, she has direct experience with government regulation, compliance, security, labor relations and charitable gaming. (Michigan Lottery; Department of Technology, Management, and Budget; Department of Corrections; Licensing and Regulatory Affairs, and Department of Health and Human Services).
